I gotta say, that was a heavy moment and one that sticks with me to this day. The movie leads you to think that JJ is just a solid piece of shit with no morals, but then there's this surprising moment of integrity out of nowhere.

Not really, the movie keeps reinforcing multiple times that The Penguin is a gross, lecherous and corrupt monster, partially because he's being manipulated by Max and partially because he's a sewer animal and a criminal. He spends the majority of the movie doing gross and evil things, because that's just how he is, even when he wants to try and be a respected citizen.

The movie is basically The Penguin's story of making an effort to try and turn his life around and failing to do it, not just because of circumstances beyond his control, but because he is a rotten man blinded by hatred and greed. The movie does a great job at balancing The Penguin's sympathetic traits with his over-the-top evilness.
