Because the success of The Splat made Nickelodeon realize that there is still a large audience for their old 90's cartoons even amongst young children, so now they are banking on nostalgia. It's the same reason Hey Arnold is getting revived.

3. If I was in charge of Viacom, I'd bring back Rugrats as a CG animated feature, preferably with Paul Germain, since he helped give the show its edge. I don't know how good the Rugrats characters would look in CG, but you'd be nuts not to see the franchise potential.
