Start with a premise or a concept that isn't gender specific.

Make the cast mostly girls or all girls depending what kind of show it is.

Make sure to maybe have a proper female perspective on the writing staff.

Good, or successful? Because those are rather different things. Much as I know people hate Lisa, the ending of this episode of The Simpsons summed it up nicely - You could create the most compelling, nuanced show aimed at gilrs imaginable but it's going to lose out to the flashy colourful toy advertisement because well, kids.

Little girls don't give a single shit about complex storytelling or character development, they just want dolls with different outfits to play with and minimal inspiration to inspire them (not that little boys are really any different). This is why W.I.T.C.H died and Winx Club survives.

The show needs to give the viewer the benefit of the doubt like the better boy cartoons. A lot of girl shows are afraid to give the protagonist real flaws and challenges to face, so instead we get shit like "Oh she's clumsy and awkward, apparently". The villain never goes very far, and thus there's no real tension or excitement. The idea is to teach girls that they're strong, but instead it sends the message that life is a big bowl of cinnamon and no tough, independent womyn will ever face any challenges because challenges are sexist.

I've asked myself that question and given it a lot of thought.
I've looked at what has been made and tried to find patterns.
The sad fact seems to be that aiming at a female viewership is almost always an incredibly bad idea.
So the key is to make a show about girls that appeals to a male audience the way things like the original PowerPuff Girls did.
Simply put you make the girls into proactive characters who preform feats of heroism.

W.i.t.c.h was almost exactly what I would made BUT it would be a whole lot closer to Sailor Moon.

Usagi and her friends were Barbie dolls and it turns out little girls like Barbie dolls.
Regrettably "pretty" has become a derogatory aspect with it's every instance viewed as a giant "fuck you" toward ugly women and a form of mind control in regards to little girls.

Romance played a pretty substantial role and I'll leave it to you to guess perhaps the #1 genre that appeals the most to women throughout recorded human history.
Again though, heterosexual romance is a pretty big no-no for a children's cartoon, now more than ever.

My version could understandably not be made for a laundry list of reasons.
Paramount would probably be a lack of PoC characters.
I view that as a very condescending gesture, tokenism was the word I was looking for.
You run into problems with giving those characters flaws because they are taken as negative statements toward an entire race of people.
Diversity should be more personality based.

The one thing I agree on with many modern writers is that world building is fun.

If I wanted a cartoon

than I'd need to disguise it.

Know what girls like.
Know what girls are (generally) interested in.
Make it with quality writing.

The last bit seems like a throwaway line, but there are some clear ways to write a story well and write a story poorly. You just need to, well, not write the story poorly. This means putting some thought in who the setting is supposed to work, putting some thought in the "message" sent and what is actually being said (since so many of these require some moral), and put some thought into the characters and how they can grow and change throughout the show. The last bit is especially important, as most girls and women tend to be interesting in interpersonal relationships, and making the characters and their reactions to each other interesting can help with driving the success of such a show.

Or you could make cheap plastic toys which are popular, and just use the TV show as a way to advertise that they are available for sale.

"girl shows" pass through here regularly generally there isn't much of a following but clearly a number of males come here to discuss them. Regardless of the target audience of a series regardless of your gender you can still enjoy something not meant for you is something I have walked away from /co/ with even though half the time I don't really know specifically why.
