To be fair that happened in Justice League like every other week, I'm pretty sure crisis fatigue sets in after awhile. What would you expect would be done anyways? A doomsday weapon got a little out of control and destroyed a few city blocks, it's not even as bad as Chernobyl.

Did they state it as a full pardon? If so, makes sense to me. As far as the public was concerned, Lex was a guy who only did some crazy stuff while he was dying of cancer, your average person didn't realize he got cancer by carrying around kyptonite with him just because he hated Superman, or that Lex funded multiple criminal and terrorist attacks in Metropolis to further his goals. With all his money and government backing, he was able to quickly regain any public trust he lost, especially when he could us affordable housing projects to make Superman look like the crazy one (added to the fact that some people never got over various alien invasions).

Well, as long as you're not currently serving your sentence, you're in the clear. Though being actively investigated for federal crimes would definitely put a hamper on your electability. But if you're likable, garner the good will of the people with an on point campaign, and gain their ear you'll win in a landslidelike Trump did.
