For the strip that might be true, but in the cartoon they are pretty much on the level of the Garfield segments.
They have the same level of quailty and 4th wall-less-ness, one of my favourite moments is In the episode with Roy having that fast food joint noticing the impending doom for his business by Garfield by hearing his theme tune in the background music.

just watched the intro for this show and it might be one of the earliest cartoons I ever remember seeing. Weird.
