People also need to realize that the ratings threshold for cable television is lower since fewer people have the service. Game of Plebs is clearly a TV phenomenon right now but it still only gets ratings in the hundred thousands since so few people purchase premium channels

That same shit has happened to everything on cable. Compare SU's ratings last season to the ones this season there is like a 1 million viewer dropoff.
Adventure Time used to get ratings in the 3 millions now it struggles to get above 1 million.
Also, rerun ratings often get overlooked. Cartoons like Spongebob, TLH, and TTG perform strongly in reruns, while shows like SU are "watch once and forget".
