Gotham exist in this hellish microcosm that makes absolutely no sense from the perspective of it existing in the United States. Heroes show up and do outstanding things for the greater good with a head full of morals that governments have long since discarded. In come the freaks and villains, a distraction so that the heroes are in their own little cops-n-robbers bubble while the higher ups do whatever they want unnoticed. Not much time to uncover scandals when you have to stop the Towel of Terror from drying up the cities water supply. As for the not-so-just heroes, a villain keeps them distracted and keeps their power in check.

The Man Who Laughs is an excellent movie. Joker is based off this guy in physical appearance only, the character is a tragic romantic hero with a facial disfigurement that forces him to smile all the time.
