Her dad spent 18 years in mourning because he thought she was dead. It's incredibly unlikely that he would ever attempt to discipline her for any reason, let alone harshly, especially considering he first met her as a legal adult already hooked up with a man. Not that I would complain if there were a brutal spanking scene.

Rapunzel is new to having parents that genuinely love her. The only parent she's ever known in Mother Gothel, so if she if her dad said "Rapunzel, I don't want you sneaking out of the castle" and "boy I sure am glad you don't have magic hair anymore that would cause bad people to take you away from us again" then she'd probably assume that directly disobeying him and coming back with magical hair would cause him to act how Gothel would act if she disobeyed her, which would be very bad.

The art style looks pretty cool. I don't know about the animation, could look smoother maybe. It might be good if the writing isn't tween humor crap. I don't really remember liking this kind of stale humor when I was young though. I always liked shows liked the absurdity of Billy and Mandy.

Thing is they still have all the models from the movie made. Every character is still there and perfectly animatable for any new short, series etc. The sets are all tehre too. Just whip up a few new ones and then maybe make only a few new characters and you can just animate an all new series with minimal building since majority of it is already built.
