Scrappy really wasn't that bad, he was actually quite good in Ghoul School. I don't get the hate.

In the redshirt Shaggy trilogy Scrappy provides a nice foil to Shaggy and Scooby, and also helps to move the plot along.
In the cartoon series he doesn't serve either of these roles very well, and is generally more annoying/unnecessary as a result.
