She has a guy she likes, she cares about popularity, she has a rival, she also can easily put herself in multiple situations of responsibility at the school or with Bob. Gene and Louise also easily fit into these stories by being able to manipulate her and make conflicts that she has to over come.

Tina is the funniest character to mess with. Partly because the other kids are reactionary while Tina takes things weirdly in-stride while only freaking out/caring about the dumbest shit.

Then there's the character development angle. Louise' best episodes are when she's "growing up" to some degree and you can't have too much of that because she needs to stay a little psycho to some degree. Gene is similar but he's a walking talking non-sequitur and "solving" him would be an issue. Tina's going through those awkward teenage years, making her whole character about personal change over time.
