Say what you want about how he's super strong or whatever, but even that much would still make a difference. If he's constantly having to carry around a lead suit all the time, he wouldn't be at full power. For most common criminals, I suppose the difference in power probably wouldn't make a noticeable difference, though. Even so, try carrying something around all day that you don't find particularly heavy. Your arms would still eventually get tired.
