I think it's more to keep it under wraps. It's possible the other Roses were in the war as well, and could very possible be the only gems exclusive to Pink Diamond. Peridot rebelled quite quickly, and given the lack of knowledge she had about the Crystal Gems makes me think the Diamonds are just trying to sweep the whole thing under the rug.

The other Rose Quartzes were bubbled in retaliation for shattering Pink Diamond, Nobody else rebelled after that because the war ended with the remaining diamonds nuking Earth, shattering or corrupting all combatants still on the planet.
