Or taking vocational training. Colleges can be a stand alone institution or be within a high school. Either way it's free and compulsory.

University is still free for those who qualify in Scotland. In England and Wales fees are capped at around £9000-12000 a year. Student loans are cheap and don't have to be repaid until your income hits a certain threshold

so as someone who volunteers with special needs to make himself feel better

1) suprisingly enough it puts most of them on an even playing field, since you have a bunch of them who are in crutches they can't do like 90% of the other activities and like most of the disabled, are still very competitive
