While the 60's saw the Batmobile getting a bit weirder looking, Neal Adams and Denny O'Neil took Batman back to his pulp crime roots in the 70's and with that came reducing the Batmobile back to a more realistic, basic-looking car.
This idea stuck around for many years, and though the late 80's (when this issue came out) started to see some more fancy designs, the idea of the extravagant, specialized Batmobile as we think of it today was really re-popularized by the Tim Burton movie.

The problem was that they didn't do a metal cover. They played it straight and tried to sound like the original. I don't necessarily hate it, but it's certainly bad. If they tried to do something like Down With The Sickness, that would have at least been different and interesting enough to have merit, even if it was terrible.
To put it another way, they should have done what Godsmack did with Eleanor Rigby. That's a good cover.
