So I know Wayne Enterprises is pretty big in the DC Universe. But financing the JLA isn't plausibly within the budget I'd say. There's have to be some deals with UN or so for reparations of damages, financing of tech etc.. The moon station alone would have been too expensive for one gazillionaire alone, and even a commercial empire would go to its knees. Granted, there probably was support by Atlantis, the New Gods etc..
Thinking about this, I now really want a comic about normal JLA employees who have to deal with this kind of stuff, getting financing, diplomatics, "Who ate all my fucking Oreos in the cafeteria??"-type gossip etc..

Financing the Watchtower is probably a lot cheaper in DC than in our world since in DC street criminals can purchase alien tech from Intergang. There's a level of tech in that universe openly available to those willing to pay far beyond ours, plus the League can count on seized tech.
That said, I'm pretty sure only the cartoon had Wayne enterprises fund the Watchtower.

Not exactly what you're looking for, but the JLA issue where that kid sneaks onto the Watchtower is really good. It shows a lot of the JLA just doing mundane shit. The best part is Batman defeating the Weather Wizard using good business sense.
