In hop-hop it refers to Detroit, as in "motor town" because of the oversaturation of cars in the 70's/80's. Detroit was also "the place to be" in the rap era and a lot of rappers such as MC Hammer originated from there.

Hammer's from Oakland which has a completely different hip-hop tradition than Detroit.

Motown is a colloquial name for Detroit that came from the black community in the mid 20th century. It's a play on Detroit's actual nickname, Motor City. The city was and still is a hub of automobile manufacturing going all the way back to the days of Henry Ford.

However, Motown in this instance refers to the sort of music popularized by a Detroit-based record company of the same name. R&B and soul music reached the top of the charts in the 60s and 70s thanks to many famous artists like the Temptations, Diana Ross, Stevie Wonder, and the Jackson 5 to name a few.

The aforementioned "dude" that Stanley gets shoes from is a character molded into the tradition of artists whose music was said to have the "Motown sound".
