he was a simple comedian, who witnessed owlman killing the owner of the club he performed at. he started making jokes about owlman, who then killed his manager harley and sliced jokesters mouth open

He should have started out as some colorfully costumed vigilante to begin with, like maybe just as a farce to humiliate Owlman or something, but became the Red Hood later after getting fucked up by chemicals - which forced him to take his role more seriously so he could have a fighting chance against him.
