Banshee was originally a villain. And as such was never truly intended to be a real X-Men.
He wasn't one of the pure evil sociopath villains, or some nut that wanted to take over the world, but he was a brainwashed living weapon of an evil mastermind villain.
The original five fought him back in the day.
When Xavier gathered the "Giant-sized" X-Men for the big X-Men relaunch the idea was that all the world's other mutants would be recruited for the team, Wolverine (from an issue of 'Hulk) being retconned into being a mutant, Banshee and Sunfire being two reformed villain mutants from past adventures, and the rest (Storm, Colossus, Nightcrawler, etc) were original creations.
So the plan was always that Sunfire would quit immediately, Warpath would die for dramatic effect, all originals but Cyclops would quit, and Banshee would soon be injured.
The plan would eventually have only Claremont's original creations soon take over as the entire cast.
Professor X and Cyclops would soon retire after the Phoenix saga, Wolverine was meant to be the wildcard that quits eventually, and then it's all the new characters without it seeming like a new guy stepped in and threw away all the past stuff.
And it would have worked if it wasn't for those meddling kids and their dog!
So in fact Banshee just wasn't intended to be an X-Man. Like everything else in Marvel it's just that the stories got away from the original intentions.
