Strategically sometimes its better to just have control over an asset rather than just outright taking it. In this case, outright seizure would set off alarm bells for Ozpin and he'd move to fortify. The Beacon plan only worked because of how relaxed his security had gotten, he simply hadn't even considered infiltration or subversion of humans on the scale Salem has achieved for this round of their eternal game

Well, with Silver Eyes I think its a combination of huge amounts of power that are spectacularly effective against the soul, essentially ripping apart people on a Aura level. That would explain Hazel's scars, he attacked a Silver Maiden and his aura was ripped apart in the duel, so he couldn't heal properly
It also explains Cinder's eye, as the eyes are of course the windows to the soul, so they would be greatly damaged by such an attack. It also explains why Maidens are more vulnerable to Silver Eye power, as beings with an overabundance of soul they simply have more to hurt. Eventually, repeated exposure to the Silver Eyes could, in theory, even outright destroy a Maiden, or at least cripple them to the point the distinction is moot
And it destroys Grimm by filling them with energy that, as soul less beings, they simply cannot store, so they explode. It is a testament to the sheer power of a Grimm Dragon that it merely returned to hibernation after exposure rather than being killed
As for their source, I'm thinking it was part of the collaboration between the brothers, or a prank by the Dark Brother, creating a set of powers within humanity that could destroy the Aura that the Light Brother was so proud of. Or perhaps its part of the balance of things, as the Dark Brother felt that everything ultimately needs to die for the universe to persist

A while ago I had some plans for a fanfic and I put some thought into how Salem would fight: She's very squishy, and it's real easy to cause her harm, but her main ability is regenerate her body as long as Grimm are nearby. She gets her arm and part of her torso blown off? A bunch of Grimm jump at her, turn to sludge, and the injury is all healed. She could also change her body in horrific ways, maybe something like a necromorph.
