Is Bluto stronger?

He might be when Popeye hasn't eaten his spinach.

Makes me wonder what would happen if Bluto ate spinach.

I can think of at least 3 examples of this happening

1. there's an episode were Bluto tries to avoid the draft but after he and popeye are attacked by a bunch of japs they both eat spinach to fight them of, it ends with Bluto realizing how great it is to fight japs and enlists.
2. Bluto is a pitcher trying to strike Popeye out so he steals and eats Popeye's spinach before the game to improve his performance, at first it works but once Popeye catches on he just finds some new spinach and wins easily with it
3. Olive becomes a nurse and seems to attracted to all of her patients so Popeye and Bluto go around doing everything in their power to injure themselves so they can get close to her. They can't find anything that can do the job so they end up fighting, Bluto isn't hitting him hard enough for Popeyes liking so he force feeds him spinach and gets the shit beaten out of him.

although it depends on the episode, sometimes Popeye gets fucking rekt when he hasn't had his spinach and other times he seems to be doing just fine without it.

Fleisher cartoons made clearly Bluto stronger than Popeye.
They also had a strange friendship where both of them loved to beat the everliving shit out from each other but still remained as close chums until Olive appeared and then they immediately turned against each other.

There's a specially great episode where Bluto goes to explore dark Africa and goes missing, so Popeye (who misses him a lot) goes after him and nearly dies during the search because Africa was just THAT dangerous.
Turns out Bluto had found riches, alcohol and whores (for real) and that's why he refused to go back, eventually is Bluto who ends up saving an almost dead Popeye and after feeding him spinach both of them start fighting each other out of pure mutual joy.

Bluto is DEF build, Popeye is STR build. Once they both get spinach they are physical equals, but Popeye is more skilled in using the Spinach force.
