Give the mantle to someone else. It worked wonders for Gargan when they made him Venom, it was the most interesting he's ever been as a character. So peel him out of the suit and give it and the powers to someone new. Because the problem with Scorpion isn't the concept, it's always been Mac himself. There's just not enough there to sustain an actually interesting character, look at Otto and Osborn, their powers aren't what make them interesting, it's their mentality, their personalities and egos. Gargan's just a hired thug JJJ used as a guinea pig. All you get with him is some thuggish mook who exists to job. Shocker pulls off pretty much the same shtick but Shocker is actually likeable, which is more than can be ever said for Gargan.

Scorpion has never really gone anywhere.
Thematically he's an evil arachnid but Venom replaced him because of cooler powers and all he's accomplished so far is just eventually becoming Venom... Who as a villain has accomplished squat. As a hero at least it developed a stellar Flash Thompson and a slew of new designs.

What we need is to divide these "evil spider" rogues in such a way that it makes sense for the enemies to be thematically different to the heroes.

Peter already has the Goblin and Doc Ock. Ocassionally Venom shows up to contrast, so he's covered.
Venom has Carnage and Jack O Lantern whenever he goes good.
But Miles doesn't have anyone, so let's throw the Scorpion at him. Miles is inexperienced, Gargan has been around and can act as the wiseguy sort that keeps the kid in check. Add more to it have Venom Blast not work on Scorpion's armor since it's synthetic and isolated.

Scorpion only has two things going for him. He's a dark reflection of Spider-Man and he's physically stronger than him. The problem is that the dark reflection aspect is better filled by Venom and being stronger is best covered by Rhino, leaving Mac in an awkward position in Spidey's rogues gallery.

Shocker doesn't need fixing. He's perfectly god damn serviceable and has been for years.

Several others need retirement+counseling, but we'll see how the Clone Wars shakes out. It's okay for characters to have arcs, god damn it.

Give him his own PI comic, like Jessica Jones but better. Maybe something pushes him back into supervillany, like some new hero recognizing him and attacking, fucking up an important case he was doing and he realizes he'll never catch a break and puts the suit back on

Remember his conversation with Peter in Marvel Knights? Focus on how much he resents Peter, have him focused on tearing Peter down after learning his identity again and not just through brute force. No more just being a lackey, have him use his experience and improve himself.

Unclear. After the 8 month time skip Miguel was suddenly working for Parker Industries instead of Alchemax so we don't know why Gargan stopped working there as well.
