Will we ever reach a point where 3D CG animation will stop looking dated? I mean, 40 years from now, will people look back at Finding Dory or Zootopia and think they look like complete garbage? Or have we finally reached a quality plateau? So many cartoons have come out over the years that people thought looked good at the time, only for them to be rendered obsolete a few years later as people realize just how bad it actually looked.

sort of, animation isn't about 1 to 1 lifelike appearance, so more stylized things will never look dated, because they are what they are supposed to be. to use your example, would finding dory look better if each fish scale was individually rendered and shaded? not really, the smoother appearance is by design, not by technological limits. On the otherhand things that are trying to be cutting edge will likely be dated for some time to come until cutting edge is perfectly equal to reality.

We've reached a plateau in terms of character design because of uncanny valley, but if 2016 is any indication there's still notable progress being made, like Moana and Good Dinosaur's making basically any water CG animation before them obsolete.
