He did exactly that in one of his New 52 runs, I forget which one, but it featured that Strife guy as the villian. In this week's All-Star Batman Alfred mentions all of Bruce's donations to the GCPD.

Also, the only reason he's training Stephanie is because she won't fuck off. Basically he is trying to keep her in line so she doesn't fuck up and get herself or others killed. He's working with Cass because she was brainwashed from a young age and this is the only real outlet by which she can work through what happened to her, also she WANTS to use her skills for good and redeem herself, even though what she did was never her fault. He's never taken anyone under his wing that didn't want it or he thought couldn't handle it....except for Stephanie. Gotta please the Stephfags or they'll send waves of angry letters.

I'm really beginning to think the n52/Rebirth reboot was a bad idea, at least from the angle of bringing in making the whole thing easier to get into with less history.

Steph without that whole underage mom turned vigilante turned Robin turned Batgirl progression just comes across as a total unlikable brat. Cass without the whole No Mans Land plotline and her long growth just isn't as interesting. Red Robin makes no sense without him being the optimistic middle-Robin; I have his original trade, where he trained with Shiva, on my self.

The bat family feels shallow as hell. Like a loose group of Gotham vigilantes that sort of agree with Batman, except when they don't.

I can enjoy it because I've been with Batman and dabbled in the /co/ since I was a kid. But if I came to another franchise with characters as 'shallow' and 'underexplored' as this I'd get bored fast.

This issue set up Batman and Stephanie at odds, and has Stephanie clearly outline that she can't take out Batman but if she could she would. It then cuts to a photo of Steph and Tim with Tim trying to escape, then when Tim breaks out he is visibly shocked. It's called foreshadowing. It's pretty obvious what he saw has something to do with both Batman and Stephanie and it is likely one of the two killing each other.
