The whole "Jackie is a mermaid" thing kicked fully into gear after a couple of leakanons (or the same dude) posted about how "Jackie is not what he seems" and detailed that they're half-mewni half-merman, royalty-ish from both sides, and living in exile on Earth because society (or their families) didn't accept the mewni-merfolk cross-species romance.
In the same post the leakanon mentioned that apparently Jackie has only recently started to wear the shell necklace and slap on the ocean themery on her in general, because she was only somewhat recently made aware of her roots and not being fully human after all. So if one is to believe in leakanon's claims, she's not even supposed to be a fullbreed mermaid like the one Star had in the tank, but just a half-breed - so any disguising spells wouldn't be that dramatic. It'd kind of make sense, too, they might have thought a small kid wouldn't be ready to keep the information private, but at 14 she'd be mature enough to handle it, sort of like Star's parents thought that at 14 she'd be mature enough to handle the responsibility of the wand.
Of course one could say that it's stupid to believe an anon, but the thing is that a leakanon had previously predicted various stuff from the BBTBC such as Janna slapping Marco's ass while he's in a towel, people had told them to get better bait because it sounded so outlandish, and then when it actually happened everyone was shocked. And now, especially combined with how well it all seems to tie in to Nefcy's mermaid drawings and early Jackie sketches and everything, people think the same thing might happen again, that something sounding ridiculous at face value will turn out to be true.
However, I definitely don't think her "disguise" is tied to the seashell necklace, I think it's just the royal family sigil from her mother's(?) side or something like that

Well I marathoned the entire show during finals week (no regrets) and I really enjoyed it. It's a light hearted show that doesn't takes itself too seriously but can still hold its own. A few episodes were mediocre sure but most of the episodes were quite funny and enjoyable. Certain moments truly caught me off guard and made me belly laugh and that's hard to find from most cartoons I've seen. And the plot is surprisingly solid. What is Toffees plan? What kind of dark secrets will Star discover? What will Ludo achieve with Star's book? And as others have stated, I also really enjoy the continuity they use throughout the show. Small things that change here and there end up being permanent. And lastly, I enjoy the emotional aspect. I liked the end of season one. The sadness we felt when star recited the whispering spell, the suspense when we realized Toffee was winning. The emotional tension we get with Star at the end of the last episode. I like the chemistry between Star and Marco, and I'll admit, I'm a Starco supporter, but I still enjoy the character development we got between Marco and Jackie.
In the end, I just think it's a nice comfy show that I enjoy rather thoroughly.

The reason it's "funny" when Janna (a girl) gropes Marco (a boy), but would spark outrage if "Janiel" (a boy) were to grope "Maria" (a girl) is that the latter has been (and to a certain degree still is) Normalized in society, whereas the former has not, and is instead a subversion. Case in point: the current President-Elect of the United States, whose assaults of women are apparently not sufficient to disqualify him from office. I don't want to plague up this thread (more than I already have... Sorry...) with more discussion about this, since it's quite clearly off topic, but I do want to clarify something before I start ignoring any and all future discussion on this subject.
When I say "normalized", I don't literally mean all men get to walk around doing whatever they want to women with no consequences. But it does mean that stuff like this (http://www.independent.co.uk/news/people/stanford-rape-case-read-the-impact-statement-of-brock-turners-victim-a7222371.html) happens a lot, where people who commit sexual assault get let off easy or even without punishment because of cultural attitudes and prosecutors who try to look for ways to justify how the attack was somehow "partially the victim's fault" or "actually she kind of wanted it" or some other BS, and while this is, in no way, an issue that exclusively affects women, it does affect women more than it affects men.
Which was my original point, and also apparently your point: we treat groping in popular media between men and women differently, based on the respective genders of the "groper" and the "gropee", because in the real world, men "playfully" groping women is a bigger problem than women "playfully" groping men, for all the reasons you listed and the reasons I alluded to.

No, they really don't. When you actually accept how the characters have been portrayed in canon, instead of trying to find ways to twist and overinterpret them in order to get them to mesh, they don't match at all.
For example I've seen a lot of jantomfags insist that it'd work because "both like messing with Marco", but that's not true at all. Tom doesn't mess with people for shits and giggles, unlike Janna.
He's ready to use dirty tricks in order to reach his personal goals, namely get back together with his ex who he misses because he's so lonely, sure. But consistently throughout his appearances he's always immediately felt bad, straight-up apologized and tried to make amends the moment he's understood his actions actually hurt someone. In Mr. Candle, for example, it must have taken a lot of spine to go up to your ex and own up to having been a manipulative dick, knowing it'll negatively affect their view of you. But he did it anyway, because he understood that he was harming Star and didn't want that. Also in Friendenemies as soon as he understood that Marco had actually thought they were becoming friends instead of just tolerating his presence for the free movie tickets, he felt bad and tried to make it up through a physical effort so taxing he fainted from it. Currently Marco seems to be his closest male buddy, who he regularly hangs with and values. He wants to be a better person and has hired a mental health coach to help him improve.
Janna, on the other hand, genuinely just likes seeing people suffer for her own amusement, constantly needling people for reactions. She doesn't give a shit about whether or not her actions distress others and ignores direct requests to stop. Star's supposedly her friend, but when she's distressed, instead of supporting her Janna deletes stuff from her phone and says she wants to stop talking about it and go back to stuff that interests her.

While she does ask if Star can get back to the séance, that also came off to me as both an attempt to distract Star and Janna being primarily interested in the dead clown stuff. It didn't seem to work well, but I didn't get a "fuck your problems" vibe from it.
I'm not at all saying Janna is meant to be a sweet, supportive character, but I don't think she's a one-dimensional jerk either. She could have easily run away when Ludo showed up, yet she didn't and attempted to help Star out multiple times.

IIRC she was created to be a one-dimensional support character, like Ferguson or Brittany. However, the crew liked her assholery and gave her a larger role on the fly.
So, what direction are they developing her towards? She was designed to be pretty cardboard, whose sole characteristic was being a smug thief. She's been getting more attention on season 2. How are the crew building her character?
She's been getting more and more creepy, bordering on sociopathic. In season 2, she was just teasing and scaring Marco occasionally and took her house keys, showed an interest in the macabre and so forth.
But in season 2, it's been shown she actually has stolen Marco's personal information, has zero respect for his privacy and routinely invades it, even keeping stuff in his locker and showing up in his shower (and sexually harassing him), that she breaks into Marco's house at night, that she's a troublemaker, regularly in detention and enjoys cruel-ish pranks, that she thinks nothing of manipulating Star into doing her bidding for her amusement, that she enjoys needling and hassling Marco, reminding him of his failures just to see him get flustered.
That she actually got excited because her supposed friend keeled over in sudden agonising pain, that she actually actively kept other friends from helping him just to see what'd happen. That she's not only interested in the macabre but tries to do black magic, that despite having been friends with Jackie before she seems to have dropped her for Star, is even trying to sabotage Jackie's date, that despite being supposedly friends with Star now her first priority is always, always her own amusement to the point of deleting stuff from another's phone; stop talking about your problems and go back to my entertainment.
She's not a jerk, ok. But she's really not being built up to be a nice person, either, instead heading into a darker and more alarming direction.

I think the problem with Janna's character is that everything she does is meant to SEEM harmless and playful, but when you actually think about it you can see how weird and crazy it is.
For example, let's take the Naysaya scene where she wants to see what's happening to Marco. As the audience we know nothing terrible is actually going to happen to him, so we aren't concerned. We are then supposed to project our lack of concern onto Janna's character and make her actions make sense. The issue with that is, in-universe, she has no way of knowing some demon monstrosity isn't about to rip itself out of Marco's chest. It's like they've given her some kind of 4th-wall breaking, which really screws up her character when you look into it.

I think in general Earth seems to be aware of other dimensions/magic/general weirdness despite not really having much of it, and in general Earth characters are kind of dumb and oblivious too (someone like Marco is one of the only exceptions).
I don't think it's weird for Janna to be excited during that scene given the above (though she's not really stupid). She is interested enough in magic etc. to find the possibility of it more intriguing than frightening, even having a book about witchcraft and demons in that same episode, plus she's a bit of a dick and seems to enjoy Marco being distressed.
It's just kind of an unusual personality for someone who I'm pretty confident is meant to be on the "good" side and overall likable; at the very least she seems to be one of Star's best friends now and Marco tolerates her enough to leave her alone in their house when they went to Quest Buy that time.

I mean, I agree it should come back, especially since they made a point of mentioning it in the first season finale (though the intention was him remembering another time Star did something to one of his arms, since she told him to stick his arm inside the monster, it's still a specific thing to mention). At first glance, yes, you're right - the viewer isn't meant to be shocked as it happens and go "omg, she's such a c*nt, I can't wait for the good guys to kick her ass" like with actual villains. But it's still a bit not okay, she's clearly being inappropriate - and if you think juuust a bit more about what and how she does, it's actually really creepy.
For example in the Naysaya scene, I'd argue that we're not supposed to just write it off as playful, because STAR is there as a contrast, looking exceptionally horrified and worried.
Star, who loves danger, thinks nothing of constantly putting Marco in mortal peril for the sake of adventure, who usually isn't fazed by anything, is in the same scene looking pretty much more alarmed than we've ever seen her and exclaiming in alarm. She's the MC, and she's constantly pulling problematic shit that we ARE supposed to forgive as qt and quirky ha ha, but even she's shocked. She's sort of showing us what the proper reaction should be, in that scene, imo.
There's something up with that. My personal guess is that they're building Janna up to be a darker character, so subtly that people aren't picking up on it now and are waving increasingly creepy shit off as Janna being Janna ha ha, but when the twist comes, it was all there all along. I don't think she'll be a big bad, or maybe she won't even stay on the wrong side, but they're setting the stage for a confrontation.Sort of like with Lapis in SU, whose shit hasn't been addressed properly so far at all due to the Steven's POV thing

But if we're gonna discuss, why in your view does Jackie have that theme and those eyes? Why do no other characters, apart maybe from Tom and his fire, have such a strong and constant theme going on? I mean it's so strong they had Star spell it out on screen, she looked like the ocean. It's rather exceptional.

Well, in the same leakanon posts that sparked this whole madness, it was already mentioned that Jackie herself didn't know about her blood heritage till quite recently and started to sport the ocean theme upon finding out.
So I suppose that if one were to assume leakanon is in the right and the theory is true, it could be something about the parents not trusting young Jacqueline to keep mum about the origins of her family, that is them being a cross-species royal couple in exile under disguise. I guess they'd have put some sort of a permanent disguise spell on her, I don't know man.
It could be a sort of parallel to Star who only got hold of the wand and started to learn about the true weight of her blood heritage and status at age 14.
Obviously it's not too solid a theory, but it's fun to speculate about. Also a leakanon showed up in the past, making preposterous-sounding claims that turned out to be true, so people are happy to entertain crazy theories to pass the time. And again, it does seem that SOMETHING is up with Jackie's ocean theme, as it's piled on a bit too thick to be nothing, so at this point "half-breed mermaid princess in exile" is as good a guess as any

Before it premiered officially, yes (March 2015), but about 2 episodes had aired or were available online in February 2015, when the renewal was announced. Even then that theory was a thing.

She likes the ocean, or at least ocean-themed things, and incorporates that into her clothing. Same as how Star likes cute things or Marco likes red hoodies, etc. For the same reason, if she had appeared in Hungry Larry, she would have chosen a mermaid costume.
They're all parts of his appearance that, in the show, she chose herself. If someone dressed like that in real life would you honestly assume anything beyond them liking that look? Dumb question since obviously it's a fantasy show, but since she's a "normal" character that seems to be what she's going for.
Also, from a design standpoint, as a "love interest" character, giving her a more detailed appearance and a noticeable motif helps make her stand out from the nobody background characters at the school. That also accounts for her more detailed anime eyes.
I really don't have a theory beyond "she likes to look that way" because I don't think there's any more to it than that. It adds a very slight bit of characterization beyond "Marco likes her" by showing something she may be into as well, especially since in most of her appearances prior to the last episode she barely said or did anything. It shows she has a life and personality, in the world of the show, outside of being the objection of Marco's attention.
I don't think her being a mermaid would add anything at all to the show because it's already unevenly juggling like 10 different plots as it is.

All the things people say Disney would NEVER do, too good for this show, etc. are usually either fan fic staples or things Disney, and everyone else ever, has already done hundreds of times.
Not saying Star Vs. is totally original, nothing is, but it hasn't gone into the Baby's First Plot Twist by pulling the "secretly evil!" or "secret disguise!" card on an established character just because no one will see it coming (except for everyone who wants and expects it to happen because everyone tries to guess plot twists in advance).

Nefcy appears to be basing a great deal of the characters and their traits on stuff she's been putting in her art since several years though. Marco and Star look a lot like Bobby and Daron, and she's been drawing early versions of Star on sketchbooks since 2008 or such at least. There's been some pictures posted on her blog where she's been playing with designs for punk three-eyed horned vaguely demonic characters with wild eyeliner since 2012, so it was clearly a character design she loved and wanted to shove in, even if it meant making Star's ex a demon.
She's recycling old ideas she's had lying around for years into the show a lot.
She's also been posting some mermaid art, with noted similarities to Jackie, so it wouldn't be that far-fetched imo for her to write in not only the demon character from her fave sketches (even if genderbent) but the mermaid chick too.
