What's the difference between a comic and a picture book?
Formatting.
It's not a hard line, but I'd say the general difference is that in a comic sequential images and sometimes text are meant to work together to create a story that wouldn't be understood with just one or the other, whereas in picture books the illustrations are meant to support the text. Most picture books can be read and understood without the illustrations.

Personally i think the only distinction is a picture book has one image per page, while comics have panels---on average, anyways.
And I know this isn't an agreed upon definition, but I see 'graphic novels' as comics with a novel-like pacing and cohesion (chapters, reads like a book but has images) vs the serialized format of comics (cliffhangers, feels more like a tv show)
