The comics show there is at least one timeline zim takes over earth despite dib being there.
Even now he could easily take over earth despite dib, but slowly zim has been more focused on just messing with dib rather than doing anything else, this idea was going to be made into the episode "mopiness of doom" where he just lays on a couch when dib quits being his nemesis.
Zim's problem isnt "could he do x" but rather "does he feel like it".

To be fair, in the show this side of Dib was way toned down and he was bullied way more so it would make sense some people would feel a connection with the kid who was the "made fun of/called insane or stupid but was actually right about everything" guy, because everyone thinks they're that guy to an extent.
Comic Dib is much more of a egotistical glory hound though and has a lot more of the pain he gets coming to him.

Even in episodes like Mysterious Mysterys and Rubber Piggy shows that Dib has been harassing and annoying his classmates with his paranormal stuff even before Zim showed up. I don't think Dib is bullied for his paranormal obsession but rather for shoving it in peoples faces.

He's pretty much utterly devoid of mercy, sympathy, or compassion. He doesn't necessarily enjoy causing pain in others, but has no problem with it, and he does delight in the suffering of his enemies.

He's actually really competent at his job, but his problem is not being able to really decide what his job is.

The Red Tallest actually points this out at one point, he keeps trying these ridiculous plans on humanity that aren't really in his job description as an invader. If he could stay focused he would have finished on earth incredibly quickly.

I always found it curious how Earth was so creepy, dark and dystopic, while alien spaces, despite being ´pretty brutal, felt more lighthearted and conversational.

But thanks to his humongous ego, Zim nevers feels like he needs the Tallest help to take over Earth and could do it on his own. This is actually one of the reasons why I like Zim as a character. He's probably the smallest of all Irkens and on the planet where anything is fatal and harmful to him. But that narcissism if his has him rolling with the punches and getting up to try and try again.

He wanted to be an Invader since he was born. Literary his dream to be one. But his Pak was programmed to be a military scientist, which is why he can do lots of crazy science shit in the show, like build a time machine. One of his experiments ate two of the previous Tallest and Zim's Pak programming got demoted or switched to different jobs by the Control Brains. Zim has been a scientist, an elite guard, a pilot for the giant robot and finally a frycook. But he once again disobeys his programing and quits being a frycook to beg to the Tallest to let him be an Invader which leads to the beginning of the show.
This is all from the final script of the episode "The Trial" where Zim gets accused of being defected for disobeying his job programing.
