I think the worry is that basically only the Japs can animate decent action in 2D these days. Western producers don't want anything to do with 2D animation that isn't either incredibly simple or done in Toonboom or Flash, because it's too expensive otherwise. Most western action cartoons today are CGI, and I honestly can't decide whether I think CGI Swat Kats would be worse than cheap 2D.

Swat Kats was weird in how 80s of a show it was. It had the same level of characterization a show meant to sell toys had. It never developed its setting more than some ham fisted whacky episodes where they go into space or... back in time. And it's always in the same small region.

Apparently there's no other cities in the show, no nations, no continents, no foreigners aside from Kat Japan. And they only show up to play golf from "somewhere."

The whole show, if ever rebooted, really needs to be in someone else's hands. Even for the 90s, the Trembays were way too old fashioned. Their track record of horrendously bad shows also shows how much of a stray gold nugget Swat Kats way.

The sheer amount of violent death that descends upon the city on a weekly basis must mean they are very accustomized to it, like Japan and earthquakes or Gaza and missile strikes, they might just have a martial culture to cope, close to Starship Troopers, or they may simply control information to placate the masses.

We know they had two wars known as the Mega-wars which involved extensive warfare over the city itself, i doubt dying in droves for the sake of survival is that much of a deal for kat citizens at this point. Mothers probably push their children into service without a second thought.
