It would have been weird given the universe they set up in the DCAU. Unless Hawkman joined the team after, it's kind of like she's on this big superhero team and her other half is off doing his own thing? I guess the big issue was that if they introduced Carter Hall as her soulmate they'd have to devote ANOTHER story arc to Hawkgirl, only instead of the Thanagar Invasion it would be about the complex hawk mythos. Yes, he was the real Hawkman. At least, the only one in the DCAU. He was Katar's reincarnation and Shayera was his wife who cheated on him with the guy who would reincarnate as John Stewart. He even fights with the JL a couple times later in the show, though nobody likes him. Shadow Thief existed because of Katar going crazy with a broken heart after he found out Shayera was sleeping with another man and died with him.

And Hawkgirl lied to everyone and put the Earth in the hands of Thanagarians, nearly causing it to be destroyed. It absolutely was betrayal, regardless of her idiocy.

Golden age Hawkgirl was in the JSA, not the JLA, along with Hawkman. I don't think yellow top mace swinging Hawkgirl ever joins the JLA until post-crisis, and even then I think that's Kendra.

Unless you mean bang bang grey shooty Hawkgirl, who joined in the Silver age along with bang bang grey shooty Hawkman. But that's Hawkwoman not Hawkgirl. Maybe if they went with a more Silver Age inspired history for the show it would make sense to have lone wolf Shayera there as Hawkwoman, but the way they did it it didn't make much sense to have her there without Hawkman.

Hawkgirl was not a part of the JLA until AFTER the show aired, and that was Kendra. It probably would've included Hawkman if the roster wasn't created by Meltzer who really did not seem to like Hawkman for some reason.

Also, Zatanna is higher power level than Hawkgirl and would have actually filled a unique role of magic-user, where Hawkgirl felt useless next to Superman and Wondy.
