It was Sealab 2021 but every weird digression lasted multiple episodes.
Sort of in-between full-on serialized dramedies like Bojack Horseman and earlier Adult Swim shows with almost no continuity between episodes.

It lead to Archer, so, uh, there's that.

Frisky Dingo is okay in that it's not utter shit, but it's not that great. Certainly not as good as Archer or even Moonbeam City, but it's not Steven Pickles Time or anything.
