Qrow can literally turn into a crow, complete with keeping his gear and clothes during the transformation. Semblances so far have been comparatively minor powers, full on transformation from a human into a bird with no ill effects seems outside the bounds of what Semblances can do
As for Raven, she can do something with ravens as well, most likely transformation but we can't rule out the possibility the red eyed ravens we've seen aren't just her temporarily possessing them . And its not her semblance, or the portals she can cut either don't make sense or are magical in some way
The only odd one out so far is Yang, and I'd make an argument that between the sheer amount of fire she spits out when her eyes go red and the way her hair glows there's something more happening than just her semblance kicking in. Nora has a similar semblance, and while there are definitely pink lightning effects its nowhere near on the scale as Yang's flame bursts

Secondly, do you even know how perception works? Everything is just synapses and nerves firing. By altering someone's perception of time you're actually changing how fast those nodes are firing or how fast the signal is traveling through your nervous system.
