Mutant X had that as plot didn't at first, mutants and humans living in harmony. But then they reconnected it to be worse than ever but Havok never noticed. Still people hating mutants never bothered me because its the difference between cops and military compared to militia and vigilantes. I've thought about Ruins for a while now. Its a very interesting book that is let down by its lack of depth. Its plot is just an excuse to show us one scene of despair after the next.
Mind you, this was completely intentional. Ellis himself notes that this book was meant to be Comedy (http://www.warrenellis.com/?p=6630). It was never meant to be a deep look at Superheroes, but rather Ellis taking a piss on Marvels.
