While I think that's likely, we don't know 100% for sure yet. We'll probably be able to tell by Zemo's reaction to Steve next issue.

What I am curious about is whether Sharon and the Thunderbolts also had their pasts adjusted to be Hydra as a ripple effect of this. It would explain a couple of things that happened during Standoff.
