The Mandarin. They can still save it from the Shane Black cop-out. Even in the movie it came off as Killian and Slattery impersonating a pre-existing persona rather than them being the Mandarin the whole time.

Though after stuff like what's gone down with the Avengers flicks, it might just not matter anymore.

Yeah, they set up the backdown with the Hail to the King short, but there's no movie other than an hypothetical Iron Man 4 where they could possibly follow that up with.

Living Laser or Controller could make a legitimately good movie, both directly attacking Tony's issues with control.

You could also do it as a "Tony gets his shit together" movie and play up the knight imagery, with Black Knight as a Green Knight figure challenging Tony until he finally, finally can admit his own faults and find a little peace. Sort of a high tech take on Gawain and the Green Knight. Fuck I'd watch that.

Zola and MODOK, but it's Cap and Fury who fight them in an unrelated B-plot that takes up half the movie while the A-plot is about Tony trying to get Pepper to take him back.

I'd go for a re-iteration of Technovore.

In the original 616-verse he was simply a monstrosity that seemed mindless and obsessed with assimilating tech.

In other continuities he was something else (like like he was the younger Stane in Rise of Technovore until the suit mutated him into a bio-mechanical monster).

I'd go for a Technovore that would start out as a mindless technology assimilating virus that creates a body for himself after he jacks gray goo nanites. Then as he assimilates more technology, he slowly becomes more and more sentient and smarter until he starts thinking of becoming a cybernetic god.
