I mean, I dunno about all this Ends of Future Converging on Infinite Earths 2: Electric Boogaloo nonsense, but Batman Beyond is usually pretty far removed from the main continuity of Batman anyway. Just flat-out insert him into modern day Gotham City. You wouldn't need to adjust anything about him, his rants are actually relevant now.
