No, probably more along the lines of more general Reservation water potability issues. I know it's a pretty frequent talking point up here in Canada, too. As an example- Winnepeg takes it's drinking water from the same lake as this Res, which has been under a Boil Water advisory for almost 20 years. http://www.cbc.ca/news/canada/manitoba/shoal-lake-40-and-winnipeg-s-drinking-water-what-s-at-stake-1.3185733

And there are a lot of reses with that kind of water quality issue, where they have inadequate water treatment or environmental contamination but don't have the money to implement a solution.
