Probably because the all time Japanese box office is full of anime, including 1st place.
Otaku doesn't mean people who watch anime, it means people who have an unhealthy obsession over it (and other nerdy things), with the loli figurine collections and the body pillows and whatnot.
And even then I'd say they're better accepted than they are in the west. Check out "that Japanese man Yuta" on YouTube, he has a video of him going around asking Japs what they think of weebs.

I don't know if this equates exactly to western cartoons being popular in Japan but I remember a Japanese user on deviantart and she basically exclusively drew pics of the angry beavers (they were pretty good too), and there are a lot of Japanese artists like that for some reason.
There's also a fairly well known guy who only draws HTF art, some girl who draws Phineas and Ferb shota, and someone else who draws Ruby Gloom stuff. There are like a ton of Japanese artists who are just obsessed with a certain cartoon characters

Cartoons arn't popular in japan, but american cartoons do get noticed from the fact that we don't follow a formula when making a cartoon. We can make it anyway shape or form, while japan is mostly constrained to making anime from manga and it does get really boring watching a show knowing theres no tension because the manga is 200 issues ahead of the show.
I actually worked in japan as a consultant for cartoon network and it was pretty fun. A lot of people really enjoy our cartoons due to the no formula rule though, we can make anything happen on a whim. But being an anime artist pays 10x better then american artists on cartoons.

You'd be surprised how many Westaboos watch them. I've watched some Japanese sub AVGN's on YouTube and they even have fan art on Pixiv, although James is called The Angry Video Game Otaku there. As far as I am aware, Japan appreciates how informative AVGN can be, like video game history documentaries.

The thing that is most upsetting to me is that deep beneath the on model and literal cardboard exterior of South Park's art style lies a suprisingly dynamic style that feels very uniform yet expressive. This is best expressed when comparing the storyboards of the show and the final animation which often sucks much of the life out of the former in order to meet deadlines (pic related).
I sometimes wish that Matt and Trey would just allocate one episode to be made using traditional animation designed to look much closer to the storyboards in a nine month schedule instead of the show's usual one week schedule.
