Dredd isn't infallible. Even though he faced down Judge Death and introduced Death to his fist, he was still scarred from the encounter never mind that he does not like the council still uses Psi-Judges. At the end of the day, Joe Dredd is a human and he already got a spook from the psychic scream from Havers. A psychic manefestation like that which has already injured him is going to give him at least a small bit of emotion because it finally might be the end.
Also continuity wise, he's been getting older and age is starting to catch up. His mind has been slipping a bit. It's in character for 2000AD the last few years since they are pretty militant that Dredd has been aging in real time.

Not really.She also has a wonderful ass.But the main difference is that for all her powers and victories, Anderson is someone who has had little to no effect in the world. She's saved the city a dozen times, but she (and the judges in general) has utterly failed to make life worth living to the people at large. Not to mention all the times she actually did fail to save people, not just from the Dark Judges but from other threats. Unlike a Mary Sue, the world doesn't bend over for Anderson, and his superiors and co-workers tend to treat her more as a useful nuisance than a shining beacon of holy light.
