Psychic powers beyond mind reading become to powerful to write correctly. Any hero that can wipe someone out with a thought would be boring, so they have to have him job or forget he has psychic powers.

I think MM works best as someone that is a jack of all trades master of none. He has limited psychic abilities, strength and durability midweight level (above aquaman lower than WW and Supes). His phasing and shapshifting should be his main defining characteristics. Written this way he is still a powerhouse in the big leagues but better stories can be written with him.

Fuck that shit, go all-out and have J'onn be every bit as powerful as his powerset suggests. The way you keep him from wrecking every storyline is you keep him aloof and detached. I liked the idea during the New 52 that he was part of Stormwatch instead of the Justice League. Make him removed from all the other heroes' actions, put him in the shadows dealing with the threats that they don't know about and can't anticipate. Make him basically Dr. Strange. J'onn is fighting abominations in the dark while Batman is stopping Harley Quinn for the umpteenth time.

MM needs his powers to be lessened and better defined. He needs less powers to define him better, or make him a jack of all trades master of none. But not a god tier being with incredibly psychic powers intangibility/invisibility, shapeshifting, super strength on par with heavy hitters, durability, martian vision, and what ever crazy thing he has these days.

Well I don't think he would be able to get past Superman's mental defenses. Maybe temporarily, but he'd be able to overcome it after a while.

Maybe Batman has some insane prep time gadget that messes with mental attacks if they're detected. That would be swell.

In Battle of Gods, Beerus offers Goku the chance to be the God of Destruction after he died, implying that the God of Destruction isn't something you're born into, it's something you become. Beerus was probably an extremely powerful alien who no-one could match, and just stopped giving a fuck about consequences or others until Goku actually managed to fight him and gave him an interesting battle for the first time in forever.

It would be good if the Manhunter was retconned so that when he gets his psychic defenses overwhelmed, it's actually just him pretending he is because he can't be fucked fighting anyone that day. He's got powers that put Supes to shame, the dude could easily be reimagined as a guy who just doesn't care because he's so far above anyone else, and just fakes it so he doesn't have the League whining.
