This one is tricky. Batman has been more consistent through the years and has attracted the best writers around. Very few writers really understand Superman. But when they do, they made pretty much the best superhero comics ever (Red Son, Kingdom Come, Whatever Happened, For The Man Who Has Everything, All-Star, etc.). So maybe Batman in quantity and Superman in quality.
