52 and Elegy are great stuff, same with Cutter (an arc in Detective Comics drawn by Jock). Once Rucka leaves it becomes a bit too decompressed for my taste, arcs start to spread too thin and go to familiar places, but it's still worth reading for the art alone.

I would suggest reading Elegy. The art and story flow extremely well. It serves as a good introduction to the character and it will also let you know if Batwoman is your thing.

The first two arcs of her new 52 run are cool. The J. H. Williams art makes it worth it. Then you can be sad that Batwoman isn't getting that art again, because I felt that it really helped set the tone of her stories.

This is right. Rucka's original stuff with her was very good (Final Crisis tie in was whack tho). When Williams 3rd takes over as writer the series suffers a drop in quality due to good ideas taking so long to pay off that the story isn't worth it in the end. What saves the book is that the art is incredible and it isn't just pretty, the panel layouts and direction actually enhance the story telling.

After Williams leaves the series flounders a lot. The "vampire" story arc is a big let down. Kate and Maggie relationship becomes kinda bland.

Back to the initial point, it's not about making them endgame, it's that marriage comes with it's own stories and even if the decision to marry them was rushed, you could still work from there and develop them. But they wanted to marry them and leave the character development for someone else and that comes off as very insincere.

They were leaving after #25 because they couldn't marry them, they weren't going to get married in #25 and then leave. #25 was just going to wrap up the DEO storyline. Later writers could always break off the engagement.

The real problem was the New 52 era DC editorial fuckery. The marriage was approved at first, otherwise they wouldn't have even shown the engagement. It was only after the issue was finished that they were told no. The same thing happened with the Killer Croc subplot they devoted an entire issue to. They were allowed to until DC changed their mind at the literal last minute.

The only real mistake they made was explaining why they were leaving before they had actually finished their run. I don't think it was their intent to make DC look bad, I do think they just wanted their readers to know why, but the public response basically forced DC's hand. They should have known better. And now we have the Andreyko shitshow.
