Marvel lit a fire under DC by having crazy amounts of continuity in soap opera cape books. And DC was pretty burnt out until Neil Adams and Danny O'Neil and others brought some realism to the books

I'm not sure if people in the fifties would still have been ready to accept it. The standards of the time were different from what we have now. I mean, Elvis wiggling his hips was considered lewd and even obscene back then. And movies didn't get a rating system until the late 1960s either; up until then they had a code listing taboo topics as well.

Besides, comic publishers didn't want to get an actively enforced age rating system anyway. They wished to keep selling these comics to kids at a time when people found that kind of material shocking and indecent even for adult tastes.

Pretty sure they can have some effect on people. One of Batman's plans to counter GL was to convince GL that something was wrong with him and by extension trick the ring into making that nonexistent problem real, thereby incapacitating him.

To what? DC? Or Scooby Doo? Because the latter doesn't have a canon. Every cartoon was pretty much its own canon, with maybe a few consistencies like Scrappy and Scooby Dumb and Scooby Dee.
