Disney likes to play safe with a lot of it's movies, especially when they involve another culture, as to avoid any problems. Not to mention Moana brings a human perspective to the story, and also gives the message of "even if you are a human you can do incredible things" like every Disney movie. It's a safe formula that has usually worked, and it worked with Moana.

Moana doesn't control the sea. The sea chose her to perform a single particular task, and just worked to make sure she stayed there in order to complete the task.
