For some reason, as a kid I owned a trade of Deadly Foes of Spider-Man. Shocker's characterization as a nervous, unsure jobber on the fence between retiring and just straight-up murdering Spidey (along with his nightmares about Punisher or Scourge getting to him) made me love him. Shocker: Legit (the early chapters, at least, before it goes full-on Mary Sue) and Superior Foes just reaffirmed my love of the character.
Venom always has and always will be my favorite, but Shocker maintains a comfortable second.

See, this complaint has at least some merit. The problem is that while Bruce Wayne does use his wealth to try to fix Gotham and affect social change, we never really get to see the results of this run to run. Like most Big 2 heroes, Batman lives in a static universe. So even if one writer spends the run showing Batman making Gotham a better place to live, next run it's right back to being rife with violent psychopaths and excessive street crime. It's like how Reed Richards by rights should be able to fix all the worlds mundane problems, but by the very nature of the universe they live in he isn't allowed to do so.
I think with Batman it's more apparent because unlike most of the big heroes in DC he's primarily dealing with small-scale crime and Gotham is in general a grimmer city.

You should check out Polarity, it's another story that features Shocker. https://www.fanfiction.net/s/5124106/1/Polarity basic premise is that zombies are happening and Shocker decides to help out some people that were a few blocks away from his hideout and this has a ripple effect. Also I think it has a better portrayal of Rhino than Shocker: Legit and portrays him as a guy who isn't too bright rather than a borderline kid in an adult's body.
