I can't speak for PatF, but Tangled was a success. Disney released it fully expecting it not to pull a profit due to it's massive 260 million budget, It also got little marketing, unlike Frozen, so there wasn't much added in marketing. In it's theatrical run Tangled managed to gross almost 600 million worldwide, enough to put it in the black, though not by much, but considering Disney was expecting a 100 million+ loss on it, the fact that it managed to recoup it's budget was seen favorably by Disney.

Add to that the fact that Disney looks almost as much if not more at the merchandisability of it's IPs, Tangled's success made Rapunzel easily marketable; she's featured prominently on lots of the Disney Princess™ merch.
