What's to be done? Without the characters DC Comics doesn't really have anything other than being the brand that used to have the biggest characters ever. So all they can do is what every other comic company that isn't the Big Two does, make comics.

A big chunk of the company is the iconic IP and aren't most artists freelance any ways? I'm just saying it's about as good as owning Image or Dark Horse. There's no real plan of action other than follow suit with them since the modern basis of your company has essentially been razed. Do whatever you want but you'll only be DC in name from now on.

First off, DC is not a publicly traded company. It's part of a much larger conglomerate (that's in the process of being bought by a larger conglomerate). Even if, for your arguments sake, they would agree to either spin off or just sell DC Comics, they may choose, for example, to retain the right to exploit the IP for films, for action figures, etc. You would better make the argument if you said, let's say the new owners of Time Warner decided to stop publishing DC Comics, and to stop using their intellectual property in ANY way. No more Batman tees, no more Superman tattoos, no more Lego mini-figs, no more Warner Animation cartoons or movies, etc.. etc.
Even then, you cannot "bury" intellectual property. If the new ownership of Time Warner did not leave or sell the IP (in your example, to anyone - heirs, stockholders, etc.), it would fall into public domain.
And then ANYONE could sell lunch boxes with art showing SUPERMAN BUTT FUCKING BATMAN and ANYONE could make animated films of WONDER WOMAN acting as a BONDAGE MISTRESS on the entire JUSTICE LEAGUE, etc. etc.
