He died. They talked aout it in the movie, that the mutations introduced were unstable, and ended up killing the flatscans. I think they even tried to tell Magneto later, but he wouldn't listen.

Yeah, but do we really now That? The only person subjected to the process was senator Kelly and this is way too small of a sample to make any conclusions. He might have turned into a mutant with water powers and he could not properly control it to stay human shaped. Magneto could have been right.

He only melted into water at the end, for awhile he was extremely elastic, thus allowing him to slip through the bars.
Its pretty clear his cells were becoming increasingly unstable due to the mutagen attacking them until his cells fell apart and he became water.

Late changes in looks/powers is nothing new. Sabertooth grew more feral and animalistic with time. Beast grew blue hair, Iceman learned to turn his whole body into ice. Rouges hair turn partially white. Jean didn't go full Phoenix from the start, she reached this level in time. Kellys powers might have developed gradually.
All we can tell for sure is what we saw: a man turnig into liquid. The rest is merely speculation.
