Not really the ending plot wise, just the ending scene.
There's just standing there looking out at the empty ocean and then it fades out. This music also is a little ominous as it fades out to the end.

It's a callback. At the start of the first movie, Marlin comments about how his new home has a great view. Then at the start of the second movie, he asks "why do we always have to go somewhere? can't we just stay and enjoy the view?" Then at the end he finally gets what he wants, and Dory and him just sit there and enjoy the view.

I guess the view itself is kinda creepy if you want to look at it that way, because it is open ocean and it has an unsettling vastness, but that's always been there since the start of the first movie as a kind of foreshadowing to the big impossible journey they were going to undertake, and here they've brought it all the way around to looking back on that journey, represented by open ocean.
