I think they're putting him in as much of the marketing as they are (which isn't heavily Vader-centric but the trailers do make a point of showing him) because he's a safer bet. Vader gets people excited and in a movie that has a cast made up almost entirely of characters that are new or not well known to mainstream audiences, it's easier for them to slap Vader on something.

It's also going to set people up for the inevitable I THOUGHT VADER WAS GONNA KILL 30000 GUYS FUCK YOU DISNEY bitching.

I would like proof of this. It's implied the Star Force churned out hundreds of ships per day. A small Rebel strike team hitting a Imperial weapons plant hampered the Empire so much they were forced to make deals with Hutts in new canon. A factory of that size and power dwarfs anything production wise the Empire has.

But if people saw them they'd think they were ghosts no matter what, so to avoid the confusion he had them cut. Similarly he was fine with anti-lightsaber weapons, even cortosis blades. What he didn't like was showing them in TV or movies because he wanted the lightsaber's unique symbol preserved. He was fine with other types of melee weapons and the idea of the Magna Guard staff was his. Whether they always repel with the energy or not, well, then you're running into an old argument. Finn's lightsaber connected with the non-energized part of TR-8R's riot baton and Anakin's saber connected with the metallic part of a Magna Guards staff.

He's very conscious about how things appear, visually, as part of how he tells stories.
