I get what you're saying. But Scooby Doo looks very different from the Flintstones. Granted Scooby is just a dog version of Dino, the gang and other hanna barbera characters have different enough shapes where I don't have an ulcer looking at them. HB characters were shitty in motion but at least looked good. The fact that the Scooby movies with a bigger budget and better animation look gorgeous shows that the designs themselves aren't bad and actually work in motion.

These designs just look bad, still or animated. Dexter's Lab, PPG, and Johnny Bravo were all pretty homogenized and had very limited animation following the HB production method and they worked so I don't know how the fuck CN got worse than their roots.

This style looks like the artist was inspired by Studio Ghibli. You can see that the artist had motion and action in mind and wanted to be fully animated as such.

Cable tv animation has always been about compromises and cost cutting, but some fault should be laid at the art direction. There's nothing about the initial designs that wouldn't translate to digital animation, not to mention the innovative things existing shows are doing with it (Penn Zero is a nice demo for how far you can push style in Flash/Toonboom, if nothing else).
