I think sometimes Johns doesn't get enough credit for how well he wrote this book. Most people acknowledge it's good, yes, but the writing is often really subtle and well-planned out. That said, there are definitely flaws as well, but no writer is perfect.

McCulloch's a weird case, and to some extent it might be because he's a junkie. But he was also working under Blacksmith at the time, who was clearly not a good person and a bad influence. Cold's a better influence and a better leader.
What's stupid about McCulloch though is that in his very first story arc in Animal Man, he refused to kill a woman and children, so it was a bit jarring that he killed Piper's mom.

I feel like the main problem is he wanted to write Barry so he just kind of shifted Wally more towards Barry as the run went along. Slowly wrote everyone in the family out of the book and jumped through hoops to make his identity secret again (which is one of the very unique things about Wally that makes him quite different in theme from Barry).

Plus, like Bruce himself said, this is Wally, it's Dick's best friend, a boy Bruce has seen grow into a man, who made his mentor proud and carried on his legacy, doing his best to be the most open of all the major Supers. For him to now be trapped in a secret so big even he was tricked by it?
This was a big moment. It was a big step, on Bruce's behalf. Having it be Bruce that effectively set Wally on the path to being saved from being forgotten, again, in Rebirth, was some genuine poetry a lot of new readers wouldn't even grasp.
(The way he did it in nu52 justice league really didn't make a ton of sense, by comparison, you're right.)

In fairness to Johns, I'm not sure how much of that was his fault. Van Sciver was the one who pushed for Barry to come back, and the Brightest Day era of the Flash was terribly cut short by the need to usher in Flashpoint and thus the New 52. It's hard to say how much of that was Johns' doing and how much was pushed on him.

And I wanted to be the guy who brought back Barry AND Hal. I wanted that just to be me. I gave up Blackest Night to do it. You have to remember, I had co-created that story with Geoff and I was supposed to do that, and suddenly the opportunity to do Flash: Rebirth came up. I had a choice and I had to think about that long and hard. I chose to do Flash just because of that, to be able to bring back both Hal and Barry. I figured that would mean more to me long term, even though I watched Blackest Night happening with my teeth grinding — thinking, “This is so cool! Why am I not drawing this?!?!” But I got to design all that stuff.

Which is why I hate Rebirth Flash. Johns pretty much planned everything up to Blitz and focused on reimagining Rogues. It also wasn't a coincidence to pick a profiler who interacted with Rogues a lot. Johns legit put his entire effort into this creation.

Depends how you look at it.
It can be argued that fucking with time doesn't mean you're fast.
But it is the single most effective way to go about the problem of velocity, since the only measure of speed is using time units relative to space. Aside from straight up instant teleportation. So Zoom removes one of the essential limitations to speed allowing him to affect how long it takes him to travel somewhere without any regard to the space between the two points, which would require him to obey a certain speed limit.
It's like Hunter is racing with you and you're both on dirt and grass, but he can just change to a Zoom-only lane that's perfectly paved and stop on a dime or reach speeds without any acceleration, he isn't held back at all, but Wally literally compensates for that with pure horsepower.
